    Social cohesion is a more appropriate objective than is social capital for promoting social and economic development. This paper reviews both concepts and research assessing the contribution of each to economic growth as well as social justice. The paper constructs four categories of countries according to the their level of social cohesion, and suggests educational policies appropriate to each level.

    This paper describes a Bayesian network or probability model that explains how schools contribute to learning. Bayesian networks offer a powerful way to combine knowledge gained from various sources in the construction of models of complex processes. The model we describe has two potential uses: the explanation of learning outcomes in terms of conditions and processes within schools that are difficult to observe directly; and the estimation of the probability that a given intervention will affect those conditions and processes and hence learning outcomes. Models of this kind are increasingly used in many fields but are relatively unknown in education.

    This paper proposes that UNESCO organize teams in groups of poor countries to find and share research and experience-based information about factors that influence the quality of teaching. The teams would compile locally-developed knowledge about three topics: What teaching practices are most effective in classrooms? How do teachers who use those practices learn them? How and what should teacher training institutions teach teachers so that they will use effective practices? The paper reviews published research literature to argue that the answers to these three questions are not yet fully developed, and especially not for poor countries.
